Hatter (eller Hodeplagg) er elementer som brukes på "hodet" ved hjelp av Loadout skjermbildet. Hatter finnes for rent kosmetiske formål, med unntak av de fem Polycount Pakke hattene, som gir bonuser når brukt med tilhørende våpen. Valve introduserte det første settet med 9 hatter i Sniper vs Spy oppdatering. Flere store oppdateringer har siden lagt til flere sett, blant annet hatter laget av medlemmer av Team Fortress 2 fellesskapet.

Hatter kan låses opp tilfeldig gjennom Element droppe systemet, Konstrueringssystemet med en hodeplagg oppskrift, eller kjøpt fra Mann Co. Butikken. På grunn av deres vesentlig lavere sjanse til å tilfeldig droppe og en mye høyere lage kostnad, har de en tendens til å være svært ettertraktede, og er veldig populære i Team Fortress 2 fellesskapet.

I et forsøk på å lage hatter mer tilgjengelig uten å ofre sjeldenhet av eksisterende, har Valve gjort noen hatter tilgjengelig for spillere som belønning for å fullføre i-spillet prestasjoner.
