It's like Christmas morning.
The Sniper, on piles of gifts

The Pile O' Gifts is a consumable item that, when used, gives a random gift to up to 23 other people on the same server as the user. It has a one-time usage and the server will notify players of the user's generosity.

The Pile o' Gifts can only be obtained at the Mann Co. Store, along with Secret Saxton, and the Mann Co. Cap. The Pile o' Gifts is very similar to the Secret Saxton, but without the limit of only one gift given upon its use. So far it cannot be obtained by random drops, lacks a crafting recipe and it is not tradable as it can only be bought from the Mann Co. store.

If a server has a player limit greater than 24, the gifts will be given only to the first 23 players that connected to the server. Alternatively, if the server has a player limit less then 24, it will only give out one per player. The player who activates the item will not receive an item, even if there are less then the allotted players online.

Contents

Items acquired through the Pile o' Gifts will be marked as gifts from the user and timestamped with the receipt time and date. Any item normally found by drop (like weapons, hats and a few action items) are possible to be found within a gift. All gifts received are currently tradable and craftable.

Pricing

If you're purchasing from the store using £ rather than $/€, it's currently cheaper to buy 23 individual Secret Saxtons - £13.57 vs. £14.99 for the Pile o' Gifts. If you buy in $/€, you get a bulk discount of nearly 15%, but if you buy in £ you get a bulk surcharge of over 10%. If the £/$ ratio of Secret Saxton prices is taken as a fair starting point, a fair price for the Pile o' Gifts would be 20 × £0.59 = £11.80. This however, opens the possibility that one or more players will receive more than one gift.
