Starduster publicity blurb

The Starduster is a community-created cosmetic item for the Sniper. It is a waist-high, team-colored cape that sways when walking, extends the Sniper's vest's collar, and adds white straps across the chest.

The Starduster was contributed to the Steam Workshop.
