The obscurity of my post was pointed out to me.
Before the Robin Williams did the 1996 remake, the theater students I knew called the original film by their English Translation, The Birdcage.
Naturally, I wondered about the concept of the item, vis-a-vis Pyro's gender ambiguity. But, the Creator's workshop page, which I should have checked first, make it clear that they intended for the item to be a play on "bird-brained". Valve only opened the door to gender innuendos with their promotions; I don't know if the creator ever used the ID "RAINBOLT DASH".

Thought I would Google one more time. I learn what I now guess everyone else already knew, apparently; Valve's description for the Bolted Birdcage clearly references the movie, The Birdcage. More to the point, there is no point seeking the creator about the reference, as it is Valve's name and description in both cases. At this point, it actually is Observation that the items' names reference the movie; there is nothing that Trivia about either item could add, other than to explain or note how or why Valve connects Pyro to that movie.
