The Overhealer is a scrapped Medic unlock that would have been available to Medics after attaining a certain number of achievements. The eventual replacement for the Overhealer was the Kritzkrieg weapon. The model for the Kritzkrieg attachment bears the filename 'Overhealer'.
Unlike the Medi Gun, which temporarily boosts a player's health to 150% of their maximum, the Overhealer would have permanently boosted a player's health to 200% of their maximum. The tradeoff is that the Overhealer's ÜberCharge was to fill very slowly— or possibly not at all.
The following quote is taken from a news article entitled "Revealed! Valve's major TF2 changes" at Computerandvideogames.com [1]:
"The first Medic unlock, for example, is called the Overhealer. Instead of temporarily buffing people's health to 50 percent above their normal maximum, it permanently boosts them to double their standard health. The downside is that it'll be dramatically worse at building ÜberCharge - in fact, Valve are toying with not letting it Über at all."
Eventually, Valve shelved their plans for the Overhealer due to balancing issues in the game, since a team filled with overhealed players after being healed by only one Medic would go on to dominate the match.
However, an Overhealer-like Medi Gun was tested in the closed beta. It still had the non-decaying overheal, but it only overhealed up to 150% like the regular Medi Gun. Additionally, instead of the ÜberCharge rate being lowered or removed, the beta weapon restored the target's health at half the rate of the regular Medi Gun.
