Category:Community Strategy Project

Formerly, this category and the "Community strategy project" category were sub-categories of each other. This was unspeakably dumb and infuriating to me, so I fixed it. Now, however, I'm wondering if the two categories should even be different. Even if they should, I'm unsure which one should be the sub-category. Thoughts? " unspeakably dumb and infuriating" is unnecessary; and out of perspective, given all things there are that are more dumb and infuriating. (in 1968, Leonard Nimoy recited the Desiderata on his album Two Sides of Leonard Nimoy.)
As to why these are different categories:
Category:Community strategy is for viewing all Community strategy pages at once.
Category:Community strategy project is for viewing all of the project's management and tool pages at once.
One is the project's processes, they other is the output of the processes. It is rather useful to have the separate categories when you are someone working on the project, but it can be unclear which is should the sub-category of the other (or separate categories).
It its unintentional that Template:Start map strategy is visible in Category:Community strategy, but there is some sense to it -- it is a substitution template for creating a Category:Community strategy page, so it shows up in that category because it contains the category link needed to put the created page in the category.
Aside from that, because the project and the strategy pages are intimately related, it might not strike some as unexpected that one was the tagged in the category for the other.
For comparison, Team Fortress Wiki:Notable persons is put in Category:Notable persons, but then it is the only file that might be the project file. Well, the NP Nav and the eventual hatnote would not be much more accessible in an NPP project category. Template:Notable Person Nav is effectively uncategorized, but adding it to Category:Notable persons breaks the category tree because that would put every NP into the root category.
