For example, Community weapons have been granted to users who help organize competitive and community events (e.g. KritzKast), create certain maps, work extensively within the game's code to report and fix exceptional bugs, and much more. There is no uniform method to acquiring one other than this broad qualifier, and it is ultimately left to individual cases at Valve's discretion; the only current exception being the Wiki Cap.
