Military scientists were at first dumbfounded by the request made by soldiers of the airbourne divisions to make a gun with with the same firepower in a smaller package. It's usually their job to put vastly more firepower in a package that's the same size or much bigger. Grudgingly the work was completed, and this was the result, a compact shotgun.
Reserve Shooter publicity blurb

The Reserve Shooter is a community-made secondary weapon for the Soldier and Pyro. It is a pump-action shotgun with a wooden forend and stock, and an olive-shaded metal barrel and receiver. A white U.S. army insignia is also visible on the weapon.

At the cost of having only three shells per magazine, this weapon increases the speed in which the user switches between weapons by 15%. It is also able to deliver mini-crits to airborne targets for 3 seconds after switching to it. Unlike the Direct Hit, the mini-crits from the Reserve Shooter are awarded even if the enemy was not launched into the air by explosive damage.

Taunting as Pyro with the Reserve Shooter equipped will perform the Hadouken kill taunt.
