:They always are behind on the major updates list (I think it took them two weeks to finally list the Mac Update) and the Community Map Pack isn't on the TF2 blog update list either. The Shogun pack has it's own promotional page on the blog and the blogpost actually refers to it as though it should be considered a major content pack. Personally, I'd say add the Shogun pack to the major patches list, but if we follow Wiki standards, then the Community Map Pack should be removed as well from that list.
