Hi. Yes, I read your edit summary and indeed the BLU texture doesn't show properly in HLMV, but there's a fix. Extract both the materials folder from the game files (materials/models/workshop/player/items/all_class/dec20_festive_fascinator and materials/models/workshop/player/items/all_class/dec20_festive_fascinator_style1), and put on custom/my custom files (the folders need to be exactly as in the source, so both folders must go in custom/my custom files/materials/models/workshop/player/items/all_class/).
Open "dec20_festive_fascinator_blue.vmt" and "dec20_festive_fascinator_style1_blue.vmt", and remove the line "$color2" "{ 31 27 25 }"
. As previously mentioned, in-game, TF2 does not read $color2, and only $colortint_base, however, HLMV is the inverse.
Hope it helps. Also, I think the current infobox image for this cosmetic is a bit boring, if you could improve it, that would be cool.

I see. Well, there's a bunch of all-class items on this update, so Pyro will have their spotlight on the class gallery.
You probably already know this, but the BedBug Protection problem in HLMV is exactly the same as the Festive Fascinator noted above, however, this time, it affects both teams (you need to remove the $color2 line from dec20_bedbug_protection.vmt and dec20_bedbug_protection_blue.vmt).
