It looks like it is, considering the line: "TF_HUD_Event_GoldenWrench_C" "%s1 has found Golden Wrench no. %s2!"

Can be Found

So this leaves two options: Either Valve is trolling us and it's an engi update weapon, or Valve is double-trolling us and they'll change the weapon attributes later/inb4 service medal.
