The Squad Surplus Voucher is an item that allows a single player plus each of his teammates they are playing with, on an official Tour of Duty mission, to recieve a rare item after successfully completing the mission. However, if the mission is not successful the voucher will not be consumed and no rare item will be awarded.

One property of this is them is that it can be stacked between teammates.
