Notability assessment
This map seems to also have gone under the name "Vitalism" too, as noted on its Workshop article. Here are my findings based on both ctf_vitalism and ctf_haunt:
- Used in a notable community event
  Vitalism has been used in UGC 6v6 season 7[1] and Haunt has been used in UGC Highlander season 9[2]. May have also beeen played in ETF2L [3]. Not sure how notable of an event either of them is, but I'm willing to give them the benefit of the doubt due to being long-standing recognisable names as two of the most popular TF2 competitive leagues.
 - Rivaled Valve servers / Significant use
  Haunt's teamwork.tf page reports a full server last playing the map in 2022 (and at the time of writing, a single server running the map with 1 player). Vitalism's teamwork.tf page reports 21 players playing the map at once in 2021. This does not seem like significant enough use
 - History making / Originated or promoted new community activities
  Has a relatively unique mechanic for Capture the Flag that requires you to capture the intelligence somewhere other than your own base. Has been cited in multiple places to be a rather good improvement (see discussion among the community), but this has not seen any kind of major impact on anything.
 - Perpetual event
  None, different versions used twice in UGC tournaments, but never after that.
 - Reported in game media (blogs, YouTube, etc)/Discussion among the community
 
Conclusion: Due to only ever being used twice in a league and never again, this map does not meet notability criteria in my opinion. It does have a lot of community discussion it seems. Especially with this map's article putting focus on the competitive nature of it, having it only be featured thrice from what I can tell just seems not enough. If anyone can provide more comp seasons it was played it, then that could potentially be changed to a met notability criteria.
