Most of these references are not really references, in my opinion. The only real references here are:
- Property damage (references media outside the game).
- The Outburst "regular customer" line (references media outside the game).
- "The man who is gonna burn this place to the ground" (references media outside the game).
The rest are just explaining the voice line, or false:
- Dispenser down is such an obvious one as it's just a line Engineer says a lot.
- "You can't burn me" is not really a reference, that's likely just a joke the creators thought was original but is already in the game (and it doesn't make sense for him to reference a Soldier line when killing a Pyro).
- The girl/woman lines are just standard Pyro gender mystery references.
- "Put you together here" is a similar case to the Engineer one.
- "Hand to hand combat" reference is very obvious.
- Borchst reference is just explaining what borscht is, not a reference.
- "Engi-here" lines seem like a stretch to call a reference.
- The "fight like a man" isn't a reference at all.
- "Boss fight" is just explaining the joke.
- The Spongebob one is unconfirmed.
- The "six feet under" one is just explaining a saying, not a reference.
It seems to me that it's better to just have the first 3 references either on the voice line article as trivia or next to the specific voice line (similar to some Merasmus voice lines). A whole article for 3 references and some explanations of jokes seems very overkill.

- "You can't burn me! I'm already on fire!" is the exact same wording as the soldier quote so definitely seems intended to me. But other than that I agree most of these either aren't references or are just explaining basic/obvious things. Mediarch

- I think if it would be a reference, it wouldn't just be a 1:1 copy of the voice line. It seems more unintentional to me, but I can definitely see that as being considered a reference through discussion.

- It was created just today as of now, and it is a stub right now. Maybe let it develop for a week or so and the page might be expanded. Still there are some references that I do agree aren't really references.

- Most of these references are unconfirmed anyway, so they would be removed on the basis of that if I were to improve the article itself.
