Notability assessment
As requested, must at least meet two criteria:
- Used in a notable community event
Placed 5th in the A/D CTF and Payload Race Contest, though it was one of the lowest-rated entries I think it still counts.
- Rivaled Valve servers / Significant use
- Reported in game media (blogs, YouTube, etc)/Discussion among the community
- Perpetual event
Putting these three together as I can find pretty much nothing being discussed and no server running the map. I checked the Steam discussions for TF2, TF2Maps.net, teamfortress.tv, Reddit, and a general search for TF2 "panamint" on Google.
- History making / Originated or promoted new community activities
Arguably, it did. It seems to be one of the first maps with the A/D CTF concept together with the rest of the entries in the contest. I'd argue that yes, it promoted new activities, but most of them were unrelated to the map itself.
Overall, I'd have to think more about the last point and maybe talk to other staff about it, so no final decision for now.

- That's not necessary, assessments are not discussions and it's generally up to staff to do/approve these.

- Nowhere, really. I asked staff about it a while ago in the staff IRC channel and didn't get much response, but I'll probably make a final decision on my own tomorrow.

- So I think it's fair to say this promoted new events in the community. Although the event itself was what sparked the maps to be created, without the maps this new form of A/D CTF would not exist. I see it as both being equally important, as one would not exist without the other (and I'd even argue the event is not necessary to exist, as TFC A/D worked this way already).
- This map, along with all the other A/D CTF maps from the A/D CTF and Payload Race Contest, are considered notable.
