Please don't use the talk pages of TF2wiki articles to ask about things not related to the wiki. There are other forums for these purposes which in the future will be more able to help with your requests. That being said, I don't think there is a vanilla way of restoring those flame particles (from my knowledge at least). However, there are ways to mod the game to include different particles for your flamethrower and there may a mod somewhere online that does this. There is a decent amount of risk involved in the practice so I'd say to find more information about it before you proceed with anything related to that.
