Now that's quality.
The Demoman stating the obvious

Quality is an item property represented in-game by the color of an item's name and (in most cases) by a corresponding title prefix. A dropped item can only have one quality, whereas an unboxed item can have 1 or 2 qualities. Extra qualities can only be added through the use of strangifiers or unusualifiers — excluding rare exceptions from glitches (e.g. "Strange Normal" items) or forced creations by Valve employees.

Quality is a purely cosmetic property. Even visual changes beyond the colored title text are limited to aesthetic changes like particle effects from Self-Made and Community items (which had a since-removed 10% hidden Damage boost), Decorated weapon patterns, and some additional on-screen messages (these messages usually relay succeeded operations with an item).
