The Bonk'n'Flash was a scrapped community-created cosmetic item for the Scout. The item is a latex mask covering the upper half of the Scout's head, with round headphones or earmuffs adorned with small lightning bolt symbols.
RED and BLU textures for this item were found within Team Fortress 2's GCF files following the Mann-Conomy Update's release, which have since been removed because of copyright concerns.
The Bonk Boy is its spiritual successor.
