The Whoopee Cap is a community-created headwear item for the Scout chosen by Valve to be released with the second wave of community-contributed content due to its outstanding quality. It appears as a crown-like cap adorned with badges.
The hat description was written by Sketch56. It was slightly edited by Valve.

Trivia

- This means that the Whoopee Cap may actually be The Spy's Fancy Fedora. Scout might of taken it after Spy seduced his mother.
- The hat was originally named Lil' Scamp's Whoopee Cap by the creator.
- This cap looks similar to the one worn by Jughead Jones from Archie Comics.
- The new description of the hat, "You'd have to be a jughead not to realize this cap is the pinnacle of fashion for the discerning youth", also makes the Jughead reference more obvious.
- The badges/patches on the hat include: Bonk! Atomic Punch Blutonium Berry, the Scout logo, BLU Streak beer, Mann Co., RED and BLU team logos, Bonk! Atomic Punch Cherry Fission, Badland Brawlers, XXX, Miniature Dispenser (Enemy team colour).
