The Whoopee Cap is a community-created cosmetic item for the Scout. It is a team-colored, crown-like cap adorned with badges displaying various logos seen in Team Fortress 2 maps and media.

- A miniature enemy Dispenser.
- Whoopee caps were popular amongst American youth during the 1930s and 1940s. Commonly, children would make one using their father's worn-out fedora. The process typically involved turning the fedora inside out, trimming it, and then dying the fedora a vibrant color. After the trend caught on, whoopee caps were manufactured for purchase or available as cereal premiums.
- The Whoopee Cap's description references Jughead Jones, of Archie Comics fame, who is well-known for wearing a similar cap.
- The item's description was written by Sketch56 for the Hat Describing Contest, and was slightly modified by Valve.
