The Steel Songbird is a promotional miscellaneous item for the Sniper. It is a a small bird made out of scraps and rags that sits on the Sniper's shoulder, similar to Sir Hootsalot.
This item is awarded in Genuine quality to players who pre-purchase BioShock Infinite before March 26th, 2013.
When players equipped with this item kill an enemy unassisted by another player, the killfeed shows everyone in Pyroland that it gets the assist, with its custom name if it has one.
